1. What can the county do to make people feel safer in their homes, businesses and communities?

The big safety issue for Kent County at this time is response time and emergency personnel staffing. Narrow roads with no shoulders make it difficult for fire, police and emergency medical services to make it to some developments in a timely manner. The growing population has placed an increased demand on existing services without proper planning to provide the required additional funding.

2. What steps should the county government take to improve the housing choices available to people, and how well do you think the county enforces rental housing regulations?

Affordable housing is a problem in Delaware. It is not confined to Kent County. I believe additional townhouses and condominiums within the growth zone will help to provide affordable housing. There are a number of State programs offered through the DSHA that help first time home buyers. The county also waives the real property transfer tax for first time home buyers. The county is not responsible for enforcing rental housing regulations.

3. How do you assess the current level of county spending and taxation, as well as the priorities reflected in the budget? What, if any, changes would you make in spending, taxes or services?

At this juncture I am not able to assess whether the current level of county spending is appropriate. I am sure there are areas that could be improved. If elected, I will be in a better position to study the situation and make any necessary adjustments.

Residents are typically not in favor of increased county ad valorem taxes or school district taxes and I am not in favor of raising taxes.

I would like to see the Open Space Preservation Program spending increased. Also, additional spending and/or other resources utilized to attract quality jobs to the county.

Residents I speak to ask about a county golf course, swimming pool, fitness center and/or tennis courts. However, increased services typically result in increased taxes. The УwantФ and the УneedФ for these services and their relative cost must be evaluated.

4. How do you assess the countyТs personnel practices and record, in terms of fairness, effectiveness, in acquiring top talent and in meeting diversity objectives? What improvements would you suggest?

I have not heard of any significant personnel issues. The talent of the individuals I have talked with is exceptional. Dedication, expertise and professionalism is the norm. The county conducts pay studies every years so that it can compare itТs pay scale to the private sector for purposes of hiring and retaining top talent.

Satisfying diversity objectives is important. In fact, according to Mr. Allan Kujala, Kent County Personnel Director, the County hired an outside consultant a number of years ago toconduct a diversity study. The consultant made a number of recommendations to the county to assist it in attracting a more diverse group of employees and the county has implemented those recommendations into its hiring policy.

5. How do you assess the countyТs record in the provision of recreational facilities and programs? What, if any changes need to be made?

I believe that outdoor and indoor recreation and exercise are crucial to an appreciation of our environment and to living a long healthy life. Our family hikes, camps and backpacks. I go to many of our county parks. I proposed to my wife on top of a mountain while back packing in the Catskills. The county has a done a pretty good job with itТs parks. I think the county needs to a better job of providing indoor recreational facilities.

6. How do you assess the countyТs sewage collection and treatment systems and do you think plans for the future are adequate, properly funded and well designed?

The county has made some good progress in the past. Recently, the Kent County Regional Wastewater Treatment Plant received the EPAТs Operation and Maintenance Excellence award for the second time since 1998. It also received the National Assoc. of Counties Achievement Award for its Environmental health and Safety Management System. ItТs innovative bio solids program creates Kentorganite and is used by farmers as fertilizer for select crops.

As a candidate for Levy Court I am not privy to much of the information needed to answer the balance of this question relative to funding and adequate planning for the future.

7. Are current county zoning laws and designations governing land development adequate and appropriate? What changes, if any, would you propose?

They are not. Levy Court and the RPC have taken the position that if a major subdivision satisfies the technical requirements needed for approval, such as submitting Plans which includethe called for set backs, street lights, open space, etc., then it must approve the major subdivision regardless of its impact on schools, roads, EMS, water, or sewer. The county attorney would be able to answer whether this is a correct interpretation of the law. If this true, then the zoning laws must be changed to give Levy Court the authority to deny approval of a major subdivision if it will have an adverse impact on the county. The proposed, but not yet passed, Adequate Public Facilities Ordinance, is an example of such a zoning law change.

8. The county is considering a surcharge to help offset the cost of school construction, and also has before it several ordinances that would prevent building if there were not adequate public facilities in place to handle the impact. What is your opinion on theses proposals and why?

The surcharge, known as The School District Capital Improvement Fund (УSDCIFФ), has been passed and is a tiny step in the right direction. At best, it is estimated to generate $4million dollars annually to be divided among the six county school districts. Considering that the Capital School District is proposing a $134 million referendum, to be spread out over the next five years, one can clearly see that the level of assistance the SDCIF provides is minute.

It is crucial that the Adequate Public Facilities Ordinance be passed. It gives Levy Court the ability to control growth and ensure that the needed infrastructure is in place. It also requires the development to fund the necessary public facilities, NOT THE TAXPAYER.

9. How do you assess the state of the countyТs preparedness to meet emergencies caused by violence, natural disaster or public health crises?

Much of the information needed to comment on this issue is not readily available to a candidate. However, the same number of State Police Troopers patrolling Kent County has not increased over the last ten years. Troop 3 was constructed in the 70's and the need for more troopers and a new building should really be looked at.

The recent Styrene spill at the Dow-Reichold plant demonstrates the need for more frequent testing of the system. It took too long to get the information about the spill, life threatening or not.

10. How do you assess the rate of job growth and economic development in Kent County? What more can be done to recruit new jobs and attract, retain or grow existing business?

This is an important issue. The county needs to concentrate on attracting good high paying jobs. If elected I intend to make that one of my primary goals. Tax incentives, along with a detailed plan of the types of industries and businesses wanted should be developed and then those businesses should be actively recruited. To attract and keep business you need good libraries, schools, recreation, public transportation, roads, hospitals, medical care, entertainment and the arts. I will evaluate what is being done and whether more can be done.
