Why are you running for the office of District 2 Levy Court Commissioner?

I have been involved in some form of public service for most of my adult life. It is rewarding to give back to the community. I consider myself very fortunate. We have healthy, talented, amazing children that inspire us daily, We have the good fortune to allow my wife the oppurtunity to raise our children at home, without the need for daycare. We enjoy good health, We have health insurance. We own a home. We have faith, hope and are optimistic.

Julie and I had been following the school overcrowding issues in the paper. I was approached by the Democratic Party and asked to consider running for Levy Court. My opponent had not been challenged in 16 years. A healthy democracy thrives on debate and political choice, However, that alone was not enough to convince me to run. So I started to do my homework and what I discovered convinced me that if the people of this county wanted to maintain their quality of life we had to act fast. Prior to 2001 the typical number of development lots recorded was around 300 - 400. In 2001 it tripled to over 1.000. In 2002 the Kent County Comprehensive Plan recommended that a public facilities Ordinance be looked at so that growth and infrastructure could occur at the same time. Nothing was done at that time. In 2004 the number of development lots recorded and under review jumped to 5054, in 2005 it went to 5577 and finally in 2006 it hit 8737 to date.

Yet despite this massive acceleration in growth the recommended public facilities ordinance was never introduced until November, 2005. The two most pressing provisionsdealing with schools and roads have not been passed, We need a change in the way we manage growth, We need to be proactive, not reactive. Most of the current infrastructure problemscould have been avoided had action been taken in 2002. 

Do you support the adequate public facilities ordinance? 
Yes, all four ordinances.

How can the county control growth in unincorporated areas? 
Levy court's jurisdiction only extends to the unincorporated areas. The adequate public facilities ordinance will control growth.  The growth can only proceed at the rate of the infrastructure expansion, The Transfer of Development Rights also helps to control growth by providing incentives to build in the growth zone. The Open Space Preservation Program also helps to control growth by removing the land from development and preserving it as open space.

In relationship to the office of Levy Court Commissioner, what do you consider the most pressing issue facing the county today and how would you resolve the problem?

The failure to manage growth. The fact that five years of uncontrolled growth has been allowed to occur. The fact that we still do not have an adequate public facilities ordinance concerning schools, roads, and emergency services. The fact that from 2003 to date over 21,000 development lots are approved or under approval review. This is development that has escaped the APFO's cost sharing requirements. The fact is that the taxpayer will be required to pay for this infrastructure, not the development.
